Defence Minister Rajnath Singh has approved the transfer of DRDO-developed technologies for all conventional missile systems to India’s domestic private industry, the Ministry of Defence confirmed on August 25, 2026. The decision lets eligible Indian companies produce complete missile systems, not merely supply components into someone else’s production line, provided they meet prescribed qualifications, certifications and regulatory requirements.

The portfolio now open to private industry is genuinely broad: the Akash and Akash-NG surface-to-air systems, VSHORADS, Astra air-to-air missiles, the Rudram anti-radiation family, anti-tank systems including Nag, SANT and the man-portable ATGM, the NASM-SR anti-ship missile, indigenous land-attack cruise missiles, and Pralay, the quasi-ballistic strike weapon. Strategic missile programmes remain outside this framework entirely, a distinction worth holding onto, since the headline “missile technology transfer” easily overstates what’s actually changing hands.

This Isn’t a New Idea. It’s an Escalation of One Already in Motion

It’s worth being precise about what actually changed this week versus what was already underway. Business Standard first reported back in May 2026 that DRDO had been directed to licence tactical and non-strategic missile technologies to private industry, with the organisation having already enlisted private partners for short-range air defence and anti-ship missiles. This week’s announcement extends that same logic across DRDO’s entire conventional missile portfolio, rather than introducing the concept from scratch.

That matters for how to read the announcement. This isn’t a sudden policy pivot — it’s the government following through on a direction it had already committed to three months earlier, at a meaningfully larger scale. The more interesting question isn’t “will private industry get access to missile technology?” that was already settled in May. It’s whether DRDO and the Ministry can actually execute technology transfer, qualification and certification fast enough across an entire portfolio at once, rather than the more gradual, system-by-system rollout seen so far.

The Real Mechanism: Competitive Bidding Replaces Nomination

Here’s the detail that matters more than the headline. According to an MoD source, private firms will now compete through competitive bidding for the right to receive technology transfer, be selected as development-cum-production partners, and undertake systems integration in partnership with DRDO. That’s a direct structural break from how India has historically produced its indigenous missiles.

Bharat Dynamics Limited (BDL), the defence PSU that has long served as principal integrator for much of India’s long-range missile portfolio, has benefited for decades from production being assigned on a nomination basis: a DRDO missile completes development and user trials, then gets handed to a designated production agency, typically a DPSU, without private companies competing for that role. This decision replaces that nomination pathway with competitive selection for at least the conventional missile portfolio now covered.

That’s the part worth sitting with honestly: this move doesn’t just open a door for private industry, it structurally reduces the guaranteed production role DPSUs like BDL have held for years. The Ministry of Defence has been gradually moving away from nomination-based awards across other categories too (aircraft carriers, submarines), and this missile decision fits that broader pattern rather than existing in isolation. Framing this purely as “opportunity for private industry” without acknowledging what BDL and similar DPSUs stand to lose in exclusivity would understate the real institutional stakes at play.

Why Manufacturing a Missile Is Harder Than the Announcement Suggests

A missile system is a tightly integrated combination of distinct, specialised subsystems: seeker and guidance electronics, propulsion and warhead systems, precision-machined structural components, sensors, wiring harnesses, and the systems-integration work that gets all of it to function reliably under battlefield conditions. Technology transfer hands a private company the design and specifications. It does not hand them a qualified supplier base, a certified production process, or the years of iterative testing that separates a working prototype from a repeatable, reliable production line.

This is precisely why DRDO’s continued involvement matters; the framework explicitly requires DRDO to work alongside industry on “systems integration”, rather than simply licensing a design and stepping away. That’s an acknowledgement, built into the policy itself, that technology transfer alone doesn’t create manufacturing capability. This approach establishes the foundation for developing manufacturing capability.

What This Means for Suppliers Specifically

Given the named systems now in scope, the supplier opportunity is more specific than a generic “defence manufacturing ecosystem” framing suggests. Seeker and guidance electronics manufacturers stand to benefit from Astra and NASM-SR production, both of which depend heavily on precision guidance systems. Propulsion and solid-fuel specialists become relevant to Akash, Akash-NG and Pralay. Optics and electro-optics companies precisely the segment Paras Defence operates in, having already signed a separate DRDO technology transfer agreement for tank night-sight systems in January 2026, have a template for how this kind of licensing arrangement actually plays out commercially. Precision machining and warhead-integration specialists become relevant across the anti-tank portfolio (Nag, SANT, the man-portable ATGM). And testing and qualification infrastructure providers gain outsized relevance, since every private entrant now has to prove reliability to defence-grade standards before production begins, a bar that, unlike the nomination system, no longer comes pre-cleared by a DPSU’s existing track record.

The Honest Test Ahead

The success of this decision won’t be measured by how many companies get access to missile designs. It will be measured by how many of them can actually convert that access into certified, repeatable production competing against, not simply alongside, DPSUs that have decades of missile-integration experience. BDL and its peers built up specifically because of the nomination system this decision now partially dismantles. Private companies entering this space aren’t just adopting new technology. They’re stepping into competition with institutions that have a structural head start in exactly the qualification and certification processes the new framework now requires everyone to clear.

That’s the real story behind this week’s announcement, not simply that India’s missile technology is now more accessible, but that the government has chosen to make DPSUs compete for work they could previously count on by default.
