Gwalior is set to develop Asia’s first Telecom Manufacturing Zone (TMZ), with an investment of approximately ₹5,500 crore and the potential to generate more than 18,000 direct employment opportunities, according to the Ministry of Communications.
Union Minister for Communications and Development of North Eastern Region Jyotiraditya Scindia inspected the proposed TMZ site at Shrimant Madhavrao Scindia Counter Magnet City (SADA) in Gwalior on Sunday, along with the Secretary, Department of Telecommunications, and other senior officials.
The proposed zone will comprise 24-25 telecom manufacturing units producing telecom equipment and components, with the aim of creating a dedicated telecom manufacturing ecosystem in Gwalior.
170 Acres Identified for First Phase
Around 170 acres of land has been identified for the first phase of the TMZ, including more than 90 acres in SADA and over 70 acres in the IT Park, the Ministry said.
According to Scindia, investor interest in the project has exceeded the land currently available for allocation. Additional land will be identified for expansion of the first phase, if required.
The Department of Telecommunications and the Madhya Pradesh government signed an MoU in July 2026 for establishing the TMZ. Investor roadshows were subsequently held in Delhi and Mumbai in August.
The Delhi roadshow attracted investment commitments of approximately ₹3,500 crore, with the potential to generate around 14,000 employment opportunities. The Mumbai roadshow attracted commitments of approximately ₹2,000 crore, with around 4,000 employment opportunities.
Following the roadshows, 24 companies have initiated the application process to establish manufacturing units in the proposed zone.
Incentives and Common Testing Infrastructure
The Madhya Pradesh government has developed a dedicated incentive package for the telecom manufacturing industry, covering areas including land leases, power, employment and production, along with measures supporting environmental sustainability and green development.
The Department of Telecommunications has also proposed a Common Testing Lab package worth approximately ₹500 crore to provide testing infrastructure for manufacturing units within the zone.
The Ministry said Gwalior’s connectivity, infrastructure and skilled workforce will support the development of the TMZ. The city is connected to major railway routes and is also being linked more closely to Delhi and North Indian markets through the approximately 120-km Agra-Gwalior High-Speed Corridor.
Gwalior’s airport has also been developed at a cost of approximately ₹650 crore, while the city has a base of engineering institutions producing around 25,000 engineering graduates annually, providing a potential skilled workforce for the telecom manufacturing sector.
