NLC India Limited (NLCIL) has signed Memoranda of Understanding (MoUs) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) to explore investments in thermal power generation, coal gasification and mineral processing in Odisha.
Signed in Mumbai on October 22, 2026, the agreements include a proposed 3,200 MW ultra-supercritical coal-based thermal power plant, with an estimated investment of ₹35,000 crore. The project is expected to create employment opportunities for around 4,000 people and strengthen Odisha’s power infrastructure.
Under a separate MoU, the two organisations will explore the technical feasibility of a coal gasification project and its potential integration with fertiliser production. The initiative will examine the production of synthesis gas, or syngas, for possible use in the fertiliser sector.
The agreements also cover a proposed beach sand mineral processing facility involving an estimated investment of ₹2,000 crore, with the potential to generate around 500 jobs.
The MoUs were signed by I.S. Jasper Rose, Executive Director (Mines & Land) at NLCIL, and Aboli Sunil Naravane, Managing Director of IPICOL. Odisha Chief Minister Mohan Charan Majhi, Additional Chief Secretary Hemant Sharma and NLCIL Chairman-cum-Managing Director Prasanna Kumar Acharya were present at the signing.
The proposed projects could support Odisha’s industrial development, expand power generation capacity, create employment and promote the use of domestic resources. The projects are currently at the exploration and development stage, and the MoUs do not confirm that construction has begun.
